One West Drive

Excelsior, Minnesota

Located between Excelsior’s historic downtown and a single-family residential neighborhood, One West Drive is envisioned as a transitional development that extends the green edge towards the commercial district with lush landscaping and tree planting, honoring the scale of the surrounding structures without recreating history. It improves public parking in a way that is sensitive to the neighborhood and avoids expansion of retail and commercial functions towards the neighborhood to strengthen the impact of Excelsior’s dense and compact historic retail setting.

This project is a public private partnership between the City of Excelsior and Red Leaf Partners, LLC to redevelop an existing contaminated brownfield site. Built on the site of the existing City Hall building and city owned public parking lot, the project is intended to expand public parking by building an extensive underground garage that is tucked into the existing hillside and concealed with landscaping and residential buildings. Key components of the project include secure underground private parking for residents, public parking garage spaces, a public park which includes the City’s historic Siren, a pedestrian garden sidewalk landscape along West Drive, private walk-up rowhome residences, private apartments, and outdoor amenity spaces. The project includes 11 rental rowhouses and 38 market rate rental apartments.

This project will offer new market-rate apartment units and rowhouses that appeal to a wide demographic. This is a housing type that does not currently exist in Excelsior. While Excelsior has a robust mix of apartments and single-family homes today, no new apartments have been built in Excelsior since 1972 and standards of apartment design and construction have changed.
